I wanted to let you know that today XL Group plc announced results for the fourth quarter and full year 2010. Our continued strong performance shows the significant progress we have made in multiple elements that are key to the company's long-term success and to driving value for our customers and investors. While our full results are available on the investor relations segment of our website (www.xlgroup.com), highlights include: &lt;br /&gt;
&lt;br /&gt;
&lt;ul&gt;
    &lt;li&gt;A 13.8% increase in P&amp;amp;C gross premiums written for the fourth quarter of 2010, and 2.5% increase for the year, and a P&amp;amp;C operations combined ratio of 91.4% for the fourth quarter and 94.8% for the full year. &lt;/li&gt;
    &lt;li&gt;Operating net income of $242.4 million, or $0.74 per share, for the fourth quarter and $809.7 million, or $2.40 for the full year, and net income attributable to ordinary shareholders of $188.1 million, or $0.57 per share, for the quarter and $585.5 million, or $1.73 per share, for the full year. &lt;/li&gt;
    &lt;li&gt;Fully diluted book value per ordinary share of $29.78 at December 31, 2010, an increase of 0.7% in the quarter and 21.1% from December 31, 2009. &lt;/li&gt;
&lt;/ul&gt;
Our capital position also remains very strong. As you may know, S&amp;amp;P recently revised its outlook on XL to 'Stable' and referred specifically to our strong franchise, strong operating performance and extremely strong quantitative capital position. In addition, S&amp;amp;P ranked XL's enterprise risk management in the top quintile of companies they rate. &lt;br /&gt;
&lt;br /&gt;
Our success in 2010, despite challenging market conditions, is the result of our keen focus on five core elements of our business: &lt;br /&gt;
&lt;br /&gt;
&lt;ol style="list-style-type: decimal;"&gt;
    &lt;li&gt;&lt;strong&gt;&lt;b&gt;Underwriting Excellence.&lt;/b&gt;&lt;/strong&gt;&amp;nbsp; We delivered healthy combined ratios in 2010, and continued to provide innovative products to meet the unique needs of our customers. &lt;/li&gt;
    &lt;li&gt;&lt;strong&gt;&lt;b&gt;Strategic Growth.&lt;/b&gt;&lt;/strong&gt;&amp;nbsp; We have made significant progress on strategic growth initiatives in recent months, including receiving our license to offer insurance in Chinese markets and adding experienced teams in several lines, including Construction and Surety.&amp;nbsp; In the fourth quarter, we also named Greg Hendrick, a proven underwriter and leader at XL, as head of our newly-created Office of Strategic Growth. &lt;/li&gt;
    &lt;li&gt;&lt;strong&gt;&lt;b&gt;Disciplined Enterprise Risk Management.&amp;nbsp;&lt;/b&gt;&lt;/strong&gt; Natural catastrophe losses were well within our expectations in 2010, including losses from floods in Australia, Central Europe and China, the New Zealand earthquake and a number of small to mid-sized cat events. &lt;/li&gt;
    &lt;li&gt;&lt;strong&gt;&lt;b&gt;Sound Investment Portfolio Management.&lt;/b&gt;&lt;/strong&gt;&amp;nbsp; We benefitted from the actions we took in 2009 to de-risk our investment portfolio and are delivering on a patient strategy of optimizing the portfolio with careful attention to the economics of the securities that comprise it. &lt;/li&gt;
    &lt;li&gt;&lt;strong&gt;&lt;b&gt;Operating and Capital Efficiency.&lt;/b&gt;&lt;/strong&gt;&amp;nbsp; Given the soft market conditions, the efficiency initiatives that XL took last year and the share buyback programs were important factors in XL's continued ability to deliver value to investors and customers. 2010 operating expenses were lower year-over-year on both a ratio and absolute dollar basis. Also, given the diligence required in managing investment capital, XL remains committed to returning excess capital to investors.&amp;nbsp; However, XL will not shy away from making an investment if it believes it is the prudent way to prepare for new opportunities. &lt;/li&gt;
&lt;/ol&gt;

&lt;p style="margin-right: 0in; margin-left: 0in; font-size: 12pt; font-family: 'times new roman';"&gt;As enacted in TEA-21 in 1998 and reinforced under SAFETEA-LU, any member of the House can raise a point of order to block legislation that would reduce federal highway investment from the levels set in a multi-year surface transportation authorization bill.&amp;nbsp; The rule was designed to ensure the integrity of the Highway Trust Fund by making sure all highway user fees collected by the federal government are invested in surface transportation improvements.&amp;nbsp;&lt;/p&gt;
&lt;p style="margin-right: 0in; margin-left: 0in; font-size: 12pt; font-family: 'times new roman';"&gt;A press release from House Rules Committee Republicans explains the intent of the proposed change: &amp;ldquo;Highway funding, with some exceptions, will now be treated as other general spending and therefore be subject to any member attempt to reduce the spending.&amp;rdquo;&lt;/p&gt;
&lt;p style="margin-right: 0in; margin-left: 0in; font-size: 12pt; font-family: 'times new roman';"&gt;&lt;strong&gt;House Republicans will vote on this rules package, and any amendments to it, on Tuesday, January 4, 2011.&amp;nbsp;&amp;nbsp;&lt;/strong&gt;Democrats will be given an opportunity to offer an alternative on the House Floor on January 5, but it will likely fail on a party-line vote.&amp;nbsp; This is an entirely House Republican matter.&lt;/p&gt;
&lt;p style="margin-right: 0in; margin-left: 0in; font-size: 12pt; font-family: 'times new roman';"&gt;The only way this proposal will be modified is if House Republicans hear from you, their constituents, over the next week about the damage this change would do to state transportation programs and the engineering and construction industry.&lt;/p&gt;
&lt;p style="margin-right: 0in; margin-left: 0in; font-size: 12pt; font-family: 'times new roman';"&gt;&lt;strong&gt;ACEC members are urged to contact Republican members of the U.S. House of Representatives from your home state and urge them to remove the transportation funding provision (Subsection (2)(d)(4) on pages 10-11) from the House Rules package.&amp;nbsp; Call the&amp;nbsp;U.S.&amp;nbsp;Capitol switchboard, (202) 224-3121, and ask to be directed to your Representative.&lt;/strong&gt;&lt;/p&gt;
