Certificates of Insurance - should "merely offer a synopsis"

On 4-4-11, the Commonwealth of Massachusetts, Division of Insurance issued the following bulletin regarding the intent of the Certificate of Insurance and discouraged amending Certificates to do anything other than providing merely a synopsis or summary of the policy.
